Using proven therapeutic drug and alcohol education and counseling methods, Visions’ is designed to provide a peaceful, faith-based, family environment offering an intensive residential recovery program for adult (and dual-diagnosed) men and women, and women or men with children, outpatient for men and women and transitional housing for men and women.
A faith-based, therapeutic recovery community, Visions specializes in comprehensive treatment services to heal the ‘whole’ person and encourage positive change. Our clients learn the skills to solve emotional and behavioral problems, address relationship issues, and improve their quality of life.

Additionally, Visions’ believes each person can change. When people know their God-given purpose and are allowed to fulfill it, they will have begun to satisfy their deepest needs, which previously drove them to live a life riddled with addictive behaviors. At Visions’ we motivate and counsel with a multi-disciplinary team to help assist you in every step of your recovery journey.
Uniquely designed to address each client’s specific issues by establishing or re-establishing a connection with personal core values, emphasizing boundaries, responsibilities, spirituality, and family. Visions integrates a cognitive behavioral therapeutic approach with substance use disorder treatment, ongoing supportive services and referrals, case management, and professional counseling to meet each client’s needs.
With first-hand knowledge of the challenges people face in recovery and the limited community resources available to meet those needs, Steve and Tammy Lucarelli’s recovery journey led them to open Visions Of The Cross’ first sober recovery residences/transitional living home in 2001. By 2005, Visions of the Cross expanded to twelve recovery residences/transitional living homes in the Redding area. In 2006, VOTC, Inc. was incorporated as a 501(c)(3) non-profit. In 2007, Visions launched another four sober living/recovery transitional living homes.
In 2008, Visions obtained licensing from the California Department of Health Care Services (DHCS) as a licensed and certified residential treatment facility for women and women with children. Additionally, one month later Visions Of The Cross became licensed and certified by DHCS to provide outpatient treatment to both men and women. Visions received certification as a Drug Medi-Cal residential perinatal and outpatient provider.
Recognizing a need for an intermediate level of care, Visions created an Adult Maintenance Program (AMP) for both men and women. The AMP combines outpatient treatment for substance use with sober living/transitional housing, providing essential safety and structure for participants.
Today, Visions maintains a unique 4.1-acre recovery campus encompassing four adjacent suburban-style cul-de-sacs, one for the 32-bed women’s substance use residential treatment program, another, which opened in May of 2019, for the 30-bed men’s residential treatment program and sober living/transitional housing. The third cul-de-sac is for the outpatient programs and sober recovery residences/transitional housing. Our, six off-campus sober recovery residences/transitional housing locations bring Visions’ total housing capacity to 180 residents. In July 2024, Visions acquired a fourth cul-de-sac which is in the process of expanding our residential treatment programs to another 60+ beds – this property is adjacent to our existing Recovery Campus and our goal is to break ground for development soon.
Since opening, Visions has provided alcohol- and drug-free housing for thousands of men and women, including women and men with children. Over 521 women have given birth to healthy babies while residing in the safety of either Vision’s perinatal residential treatment program or sober living/transitional housing.
As of July 1, 2020, all adult Medi-Cal beneficiaries/Partnership HealthPlan of California members can access services at Visions of the Cross. Partnership Healthplan of California (PHC) is Visions’ Managed Care Plan. We are contracted with PHC to provide SUD treatment and to provide two new programs – Community Supports and Enhanced Care Management- which launched in 2023.
This program offers Shasta County PHC members linkages to address barriers such as mental health needs, oral health needs, physical health needs, substance use disorder treatment at one of our facilities, necessary community-based or social services, health promotion, transitional care needs, and member or family services. Our ECM Lead Care Managers join beside each qualified member and assist them with overcoming these barriers and obstacles preventing them from living a healthy life. Visions Community Supports (CS) Program offers full-scope Medi-Cal PHC members additional services to overcome barriers to achieving a life worth living. The Visions CS Program Housing Navigator will provide each qualified member with short-term Post-Hospitalization (STPH) Housing (only for members who are exiting one of our Residential treatment programs), Housing Transition Navigation Services, Housing Deposits, and Housing Tenancy and Sustaining Services are all available to qualified members. The experienced, professional treatment team available to Visions’ clients includes a Medical Director, Executive Director, Associate Director, Director of Client Services, Program Administrator, Clinical Supervisors, Program Managers, Licensed Therapists, skilled and Certified Substance Use Counselors, and Registered Substance Use Treatment Technicians. For those who request it, Visions Of The Cross also has pastoral counseling available to meet the spiritual needs of clients.
